[Contrib: Evaluation System] Base POM hardcoded dependency version to Entity broker

The only possible issue with that is for users on older versions of
sakai which do not have anything that specifies the version of EB.
That would be roughly everyone except UCT most likely. So I would say,
please do not make that change unless I am mistaken.
