[cle-release-team] [sakai-pmc] Managing CLA's with new contributions

CCLAs can probably stay paper since they generally go to legal depts and
passed around the table somewhat. I just mean the ICLA for Joe Developer
hacking away in his spare time that wants to submit a fix, maybe we can
remove some red tape.
