[cle-release-team] Add signup tool/external-calendaring-service to trunk .externals, base and master poms

Steve, Peter and I have updated the signup and external-calendaring-service spring, hibernate, etc dependencies.  Assuming no objections I plan to add both to trunk .externals as well as adjust the base and master poms accordingly later today alongside the roster2, hierarchy and delegatedaccess additions already made.
