[cle-release-team] Messages and Forums in project SAK

Looking at component = "Message", there are about 50 and most of these are
wrong anyway. They are either incorrect and should be Message Center,
Forums or Mailsender. (Only like 1/10 seem possibly correct) It should
certainly be renamed to something to indicate it's an internal service
rather than a user facing tool or just gotten rid of entirely. Most of the
issues with a Message component probably don't even need it.
