[cle-release-team] Jira and mail list retirement: osp-jira

In Jira the OSP component lead is "OSP Jira team", an account with an email address of osp-jira at collab.sakaiproject.org.  The membership of this list is limited to the following members:

Botimer
Maurer
bugs-admin

In truth, there is no OSP team today and anyone who think's that it's ok to operate from the old assumption that Noah and Chris are the one's responsible for sorting out OSP issues is operating on reflex rather than reality.  OSP is not Chris and Noah's main gig and has not been for quite some time.  Indeed, Chris will soon be transitioning full time to Kuali. 

Given this I intend to retire the osp-jira list and substitute the CLE team as the component lead for all OSP components.  The default assignee will be set as unassigned.

If anyone objects say so now.
