[cle-release-team] Receiving emails from Jira?

I'm fine with retiring the msgcntr jira tag.  I don't receive emails that
go out to the CLE team, so that would explain why I'm not getting jira
notifications.  Feel free to add me to msgcntr jira notifications, but I
don't want to get all CLE team emails.
