[cle-release-team] [WG: I18N & L10N] Request for opinions: displaying locales for choosing one

I hope the following will work for all.

Display format:
"{language name in its locale} - {country name in its locale} ({Variant 
if part of locale}) [{locale code}] {language name in preferences locale}"
e.g.
"Français - France (UPMC) [fr_FR_UPMC] French"

Sort by displayed values, which means language (in its locale), country 
(in its locale) and variant value when it's available.

Feel free to comment in SAK-23513.
