[cle-release-team] Review needed for SAK-23393

Hi CLE release team,

Based on an Accessibility Working Group decision, and confirmed with the i18n group, the Accessibility help information is being moved to Confluence for now, until such time as a new online help process can be established which makes documentation changes easy.

This is a really small change, but I still want to make sure I'm doing it right. Two objectives: 1) Break the link between the Indiana Knowledge Base and the Accessibility help; 2) have the Confluence page show up in the Online Help.

Does someone have 2 minutes to take a look?
