[cle-release-team] Sakai 2.9.1 somewhat released

I know about this, I fixed it locally but didn't commit it.

Warehouse was half indie so it's been messed up for a couple of releases.
It was all prepped for offcycle (
https://jira.sakaiproject.org/browse/SAK-20855) but it was still included
in the base pom for the core release and wasn't on my list of indies so I
kept missing it.
I created a new jira so I'd remember to fix this for 2.9.2 (
https://jira.sakaiproject.org/browse/SAK-23220)

I haven't had time to fix it and must have forgotten about it between 2.9.0
and 2.9.1. I just fixed these poms now.

I spent a lot longer last week than I expected trying to fix new build
issues and am working on catching up today. Should be done soon.
