[cle-release-team] Merge to 2.9.x?

Can we review this ticket for merge to 2.9.x?

It has been verified to fix the issue as described in 2.9. On systems
with case sensitive eids, the error as described in the ticket will
occur for the end user on 2.9.2. The fix is small and should not be
disruptive.
