[cle-release-team] something is up with the Jira workflow

The workflow doesn't allow verified tickets (i.e. tickets which were
QAed and approved as working) to be reopened because that makes
logical sense. There should be almost no situation where the right
course of action is to reopen a ticket which QA verified as working.
This is why the workflow makes that hard.

It is like the system is trying to tell you that you should consider
another action like opening a new ticket and linking to the verified
one instead.
