[cle-release-team] Mailsender versioning problem

Yea, these pom versions for indies aren't in great shape. Master 2.9.x
needs to be updated to 1.7.1-SNAPSHOT but since the rc02 released
"mailsender-base-1.7.0-rc02" for the rc02 tag, it works even if it's not
entirely correct. It looks like it originally got out of sync when Carl
bumped it 5 months ago and I didn't notice, and master wasn't updated.

For the initial 2.9.0 release I'll check these all and fix them. All of the
indies will be 2.9.1-SNAPSHOT (Or something +1-SNAPSHOT). And won't be
released unless changes actually made fro the 2.9.1 release.

Content review is equally crazy and 2.9.2-SNAPSHOT already!

This was a goal of indies, but if master isn't updated it makes it hard to
follow.
