[cle-release-team] Mailsender versioning problem

Kent noticed a mismatch with the versions specified for the mailsender tool in the 2.9.x-all branch:

https://source.sakaiproject.org/svn/sakai/branches/sakai-2.9.x-all
-> uses https://source.sakaiproject.org/svn/mailsender/branches/1.7
-> mailsender/pom.xml specifies 1.7.1-SNAPSHOT
-> master/pom.xml specifies  1.7-SNAPSHOT

This doesn't appear to be a problem in the RC02 tag, but it's still worth fixing I think.
