[cle-release-team] Sakai 2.9 caching

I haven't had time to review, SAK-22786, hopefully next week. But if you
have any memory reports to add to that jira from the load tests it could be
helpful to identify settings that could be improved.
Charles Hedrick had some performance problems back a few months ago, and we
had some Mysql specific tuning suggestions as well as cache ideas. I'm not
sure what the end result that thread was.
