[cle-release-team] Sakai 2.9 caching

Yeah, KNL-600 is the main one.  That needs to be tuned on a large install
to be much larger than the default.

https://jira.sakaiproject.org/browse/KNL-934 was originally from VT and
changed several queries for the better.
