[cle-release-team] Default assignee not working

Hi all,

When creating an issue, there is a problem with the default assignee, it gives an error like:

Default assignee doesn't have permission

And the list of users to choose from doesn't contain the project lead (Peter Liu)

Has something changed with the groups and permissions?

Try creating an issue in the Contrib: Signup project.
