When we use a large window whose height is around 1200 pixel, a message "Users present begins here" is displayed in the field of tool title as shown in the attached screenshot. It is NOT displayed in the case where the height is around 1142 pixel as shown in the second screenshot. I confirmed this by using the latest sakai-2.9-x and a fresh tomcat 7.0.21 instance. 

Fortunately, the current sakai-trunk-all (rev:106235) doesn't have this problem.
