[cle-release-team] Missed the Call Last Thursday

I think we should backport this work into a separate branch for dav, then tag it as dav-2.8.3-tc7 or something. Then if people want to upgrade 2.8 to Tomcat 7, they can just switch over and use that tag instead.

Alternatively, if it is possible to just patch it up into a single patch file, that would be fine too, and add some doco about it, maybe to the release notes page. Then people can just patch their own version of dav to make it work in TC7.

I think the likelihood of people upgrading to 2.9 just to get around the Tomcat EOL is slim. Esp given those stats from the CLE/TCC update showing around 35% of respondents were actually upgrading to 2.8 (IIRC).
