[cle-release-team] 2.9.0-b01 is ready

Just fyi, now that the b01 tag has released, I can now start on a branch
management role that I've been waiting in the wings for a few months.  The
reorganization of the jiras and making the 2.9 merge flag will be a huge
help with maintaining the 2.9.x branch.  Others are certainly welcomed to
merge fixes in, but I plan on setting aside some time each week to have an
active role with this.
