[cle-release-team] XSL-Portal says goodbye to OSP and Hello to Portal

More portal news!

The CLE-Team approved moving xsl-portal out of the osp project and
into the portal project.

The reasoning behind this move was because that the xsl-portal is
really an extension of the portal and has nothing to do with osp other
than it's history. There are no dependencies to osp.

The changes are only in trunk (2.10) and do not affect 2.9.
