[cle-release-team] CTools 2.9 Release Alpha Tag

I agree that we should get moving on tagging for 2.9.  I was waiting on
the green light from someone to proceedŠis this a green light?
What will be the division of responsibilities between Sam, Matt and I
(those are the 3 that I thought would be in charge of the release process,
is that right?) for doing the releases?
I haven't been able to track it down yet, but I remember Anthony showing
us a doc that had the order things needed to be released inŠdoes anyone
remember where that is?
