[cle-release-team] Remaining issues on Tomcat 7

As far as I know the commons-el jar does not need to be in shared simply 
not marked as provided (as its no longer in tomcat) so tools that need 
it package it in their webapp. The webapp is a far better place for 
commons-el than shared.
