[cle-release-team] [sakai2-tcc] Sakai 2.9 Feature Status

I'm happy with it being overridden as on by default in a local.properties
(or something) on nightly, I'm also happy with it being on by default in the
demo properties for -P pack-demo. (demo.sakai.properties) [1] Just not on by
default in general so that local schools would need to do work to turn it
off. I think knowing it's available is nice. We'll definitely need to say in
the release notes that it hasn't been tested in a large production
environment, under heavy load, *until* someone actually does load test it.

I'm not even sure if Michigan is going to include Profile2 or not yet for
2.9, so it may or may not be Michigan. ;)

Property is *portal.neochat=true* for reference.
