[Announcements] Jira / Confluence Down

As you may have noticed, both Jira and Confluence are down. It looks like
the provider is having wider issues at the moment. Anthony has been advised
and we're trying to get in touch with the provider - hopefully the situation
will be resolved soon, but one of us will provide an update as soon as we
know more.
