[WG: Accessibility] Accessibility Issue with Site Menus

Hi David.

The menus were tested pretty thoroughly for 2.9 but am sure the student is
having a real problem that needs to be addressed.  We will look into it. If
we need more details from the student would it be possible to contact her
as well?
