[WG: Accessibility] Accessibility Issue with Site Menus

Hello,

We have a blind student who is having problems with the Site Menus (site
tabs) in our instance of Sakai 2.9.x. Currently when using the JAWS/IE 11
in Windows or using VoiceOver/Safari in Mac OS X Mavericks, she is unable
to easily navigate between site menus, select the desired site menu and
begin using the site. She claims this has become more difficult since we
moved from Sakai 2.8.

Have any of you using 2.9 experienced similar issues and can you offer any
suggestions?
