Hola,

no te da ningún error como que no encuentra directorios o algo así? Yo al
principio lo puse como tú, pero me daba algún error y lo dejé en lo mínimo.
Te pego las líneas, comentadas las originales y descomentadas como
finalmente lo dejé.

#common.loader=${catalina.base}/lib,${catalina.base}/lib/*.jar,${catalina.home}/lib,${catalina.home}/lib/*.jar
common.loader=${catalina.base}/lib,${catalina.base}/lib/*.jar,${catalina.home}/lib,${catalina.home}/lib/*.jar,${catalina.base}/common/lib/*.jar

#shared.loader=
shared.loader=${catalina.base}/shared/lib/*.jar

Si sigue quedándose bloqueado, pega toda la traza aunque no haya errores.
