[samigo-team] New question type: Hotspot

Hi Nicola,

I don't think this question type is ready to be a default feature. If no improvements are going to be made, it would be better to make it available by enabling it through properties, rather than available to everyone by default.

Here's my feedback after reviewing screencast:

- Needs explanation of grading logic for partial credit. Are there deductions for incorrect answers or just credit for correct answers?
- Needs explanation of how to set hot spots in image.
- The feature needs to work in preview or instructors will think it is buggy.
- Needs explanation for students; what they need to do to answer.
- Needs explanation that this question type can not be exported/imported. What would happen if user copies assessment using Import from Site?
