[samigo-team] [Building Sakai] SAM-2215

Hi Keli, I looked at that ticket and added a patch you can try, it looks
like it was related to a new feature which while tested out in 2.9.0 in IE
it has this problem if you click too fast. You can install IE10 on Windows
7.

Generally for IE, we've set the sakai.X-UA-Compatible version of IE to 1
older than the current version of IE available at release. In 2.9 that was
IE9, in 2.10 that will likely be IE10 (since IE11 should be out in a few
months)

The biggest problem with that is IE8 is still the only supported "IE" for
Windows XP users. I still do use the Windows VM to make sure things work in
IE8 but I think we'll have to stop doing that eventually (like most major
web sites) as it really is an unusable browser by today's standards,
basically just as useful as a screen reader. The javascript performance of
IE8 is nearly 20 times slower as other browsers, if it even runs at all.
