[samigo-team] Possible Blocker/critical bug interacting with Gradebook

There's some good comments in the jira the explains why msgcntr was
behaving this way (prob same issue w/Samigo).  My fix resolved the wrong
scoring issue, and would be good enough to resolve the blocker, but
Michelle's Wagner's patch in MSGCNTR-784 setup the grading to respect the
GB's type, and this is the proper fix.
