[samigo-team] External Grading provider caching

Hi All,

As part of our investigation of gradebook performance we discovered that the providers where being queried repeatedly in generating a page. As mitigation I've added 2 caches to the externalGradingProvider in SAM:

We're running this in production and it has helped matters. Any objections if I merge to trunk?
