Partial credit requires a sakai property that is disabled by default.
Here are the settings on qa29.longsight.com:

samigo.answerUploadRepositoryPath=${sakai.home}/samigo/answerUploadRepositoryPath/
samigo.autoSave.repeat.milliseconds=10000
samigo.autoSubmit.enabled=true
samigo.canRecordAverage=true
samigo.editPubAnonyGrading.restricted=true
samigo.editPubAssessment.restricted=false
samigo.email.prefixedPath=/tmp/
samigo.partialCreditEnabled=true
samigo.printAssessment=true
samigo.samliteEnabled=true
samigo.saveMediaToDb=false
samigo.showAssessmentTypes=true
samigo.sizeMax=20480
samigo.sizeThreshold=512
