[samigo-team] Blocker in 2.9.0-rc01

I couldn't reproduce this in my local instance but I agree with what Yuki
and Bill described in SAM-1605. If no objection, I will remove
samigo-services/src/java/org/sakaiproject/tool/assessment/bundle/Messages.properties.
