[samigo-team] Blocker in 2.9.0-rc01

Please move the issue to SAM from SAK in JIRA.

I think it may be related to https://jira.sakaiproject.org/browse/SAM-1605.

Yuki and Bill both believe that a resource bundle should be removed from
Samigo source.
