[sakai2-tcc] Java 6 vs Java 7 - was Re: [cle-release-team] Emerging consensus to focus on 2.10

It would probably take the industry generally moving to java 7 which
they are not really doing yet. When we see people dropping java 6
support we can review this but for now we should support both 6 and 7.
We could probably change the recommendation to 7 if a majority prefers
that and it matches what we are using on the QA servers.
