It seems like most of the work would be on our side. When an LTI tool is
added it would have to setup a generic plugin that would be able to
communicate with this protocol. I feel like there would be many days work
involved in this, just because writing CKEditor plugins by itself is non
trivial and it would be linking up with custom LTI extensions as well as
this.

I also think that we'd want to have some consideration for the UI and what
would happen if there were 20 or 30 more buttons than there already are
added to the page. Awesome with all of that functionality but a serious
problem for the end user trying to figure out how to use it. You'd probably
want one row visible and hide the other rows. I'd referenced this tutorial
in the past and not sure if it still works or there's anything else
involved.

In any case the editor in general could use more work on it, upgraded to
the latest 3.x for 2.9, upgrade to 4.x for 2.10. Make it so internal tools
(like Kaltura) can register their buttons easier. Good stuff though!
