[sakai2-tcc] Informal Lazy Consensus - Tools Survey

Hey all,

I'm not sure I struck the right balance among all the input that I received on this survey (thanks for the input!), but I tried. Lazy consensus by Wednesday afternoon, Pacific time (I prefer to get this out in the next day or two, but not sure if we can speed the process up?).

Here is my proposal:

* One question per tool.  One instruction per page of tools and then each tool is a question.  Instructions - 'For each tool, indicate if it has significant use at your institution.'

* One answer per tool :  Yes, No, Don't Know, Not Applicable (N/A, we don't use this tool)

* Two pages of tools - Core tools, Contrib tools

* Final page - External Tool / LTI - free-form text box to enter any LTI tools being used

* Two queries to be run by DBA's. MySQL and Oracle versions  (special thanks to Steve S. for getting this in shape) - https://confluence.sakaiproject.org/display/TCC/CLE+Tool+Use+Queries

* Demographics - Institution (required), Name (optional), Email (optional), Sakai CLE version (optional). All other questions, optional.
