[sakai2-tcc] Counting Tools

Correct about truncated event logs, that's not going to yield consistent
data. I disagree about events being the best way to do a popularity survey,
though. Some tools generate a lot more events for a given amount of
activity than others. Anyway, what's the purpose of this survey? What will
be done with this data? Will it determine where resources are invested? Or
what tools get kicked out of core? If you're going by tools that need help,
I'd say the fact that siteinfo shows up at the top of the list is actually
not a bad thing, as a LOT could be done there to make our users' lives a
lot easier.
