[sakai2-tcc] Indie Release Advice - Making a tag the cool way

Yes indeed, Steve (2.8.x) and Matt (2.9.x) deserve big thanks.  It's not
fun work.

Note that we are releasing 2.9.2-rc01 shortly.  We're happy to release a
new BLTI tag as part of that process.
