[sakai2-tcc] TCC - CLECC summary - June 13, 2013

Anthony,
I assumed there would be bugs and issues that might come up and as a
result we would want to plan to release a 2.9.4 around the holidays
for a christmas upgrade. We can certainly choose to not do this but
that was the thinking. It's not meant to be a huge effort. Just
merging some fixes.
