[sakai2-tcc] Github: OAE transfers "sakaiproject" account to Sakai and the CLE

That's a good idea.   John Lewis is kind of doing that sort of thing (he owns apereo.org for example) so we might just want to give him a heads-up to grab it.

Might as well  grab that name whenever it is available.
