[sakai2-tcc] [cle-release-team] New LTI for 2.9.3

Agreed on 2.9.3. Lock it down and get it out.

What I'm really wondering about is some credible coordination around the next release ~now, rather than in October.

Maybe I see it a little differently as a developer-type but, to me, "not in this release" equates to feature/fix purgatory.
