[sakai2-tcc] TCC - CLECC reduced to once a month?

I agree that 10AM is a good time for Europe and US, but generally not great
for Pacific. Much Past 10AM Eastern isn't great for Europe.

1PM seemed like it got good attendance from Pacific, but nobody from
Europe.

I think that was most of the challenge all along.
