[sakai2-tcc] VOTE: Release of Sakai 2.8.3

Proposal:  The release of Sakai 2.8.3 (provided no issues are found during final testing).

Sakai 2.8.3 has been tagged, all indies released and everything is ready for checkout and testing

There are no binaries uploaded and nothing in the Maven repo for the core projects yet (only indies). That will come after this is verified since it takes a while to upload.    Everything works fine on a clean checkout, clean repo and clean tomcat.


Voting is now OPEN until 23:59 UTC on Monday, 4 February 2013.

This is a public, on-list vote. Approval is indicated by a "+1", abstain by a "0" and disapproval by "-1". A single -1 vote based on a material objection will block action. However, -1 blocking votes can be overridden by a 2/3 majority roll call vote of active TCC members.
