[sakai2-tcc] Sakai TCC Vice Chair for February 01, 2013 - July 31, 2013

As there as only one nominee, no vote or coin toss is needed on the Vice
Chair position.

The Vice Chair for the next 6 months will be Anthony Whyte. Congratulations
Anthony!

The Chair starting at the end of this month will be the current Vice Chair,
Megan May.

I expect 2.9.1 will be out before the end of the month, and I also expect
to have a small "Back to the Beach" celebration in Ann Arbor early in
February for those in the area!
