I think it would be useful for everyone to review the canonical Apache
take on a PMC:

To a large extent, IMHO, the TCC is doing the work of an Apache-style
PMC (which was its intent).

Apereo's bylaws, in Article IX, refer to "community governance
bodies," something that is probably deliberately vague to avoid
pre-conceived notions associated with certain names like "steering
group," "reference group," "coordination committee," and the like. In
addition, the bylaws explicitly state that "[e]ach constituent
community may adopt rules for its own governance..."

I assume that at some point the TCC will be officially recognized for
the CLE and its de facto status lifted. Whether or not the CLE needs
additional  "community governance bodies" is an open question for the
community to answer.
