[sakai2-tcc] Draft announcements - Re: 2.8.3 release is ready, just needs announcement

I just saw Unisa post on dev list about 2.8.6 . I believe that is using rSmart's custom numbering scheme, correct?

Should I reference that in some way, or will adding more information just be confusing?
