[sakai2-tcc] 2.8.3 release is ready, just needs announcement

I'll plan on sending the announcement(s) by Tuesday. That seems a good day to get everyone's attention. If you would like, I'll run the draft by whomever for review first, otherwise I'll just run with it. :-). I assume the latter unless someone let's me know otherwise.
