[sakai2-tcc] Proposal: utilize lazy consensus when releases are proposed (Approved)

The "lazy consensus" proposal aimed at eliminating formal roll call voting when a community release has been proposed has been approved by a vote of the TCC/PMC.  

Votes cast are as follows:

In favor = 11
Abstained = 0
Opposed = 0
