[sakai2-tcc] Proposal: Release Sakai 2.9.3 (Approved)

The CLE 2.9.3 release proposal has been approved by a vote of the TCC.  Votes cast are as follows:

In favor = 12
Abstained = 1
Opposed = 0

As Matt noted earlier this morning, release work is underway.
